I looked at the neck and it really appears to me that there is no paint on it. The design in the wood continues under the stain/varnish.

I can have a local store appraise the violin verbally for $50. I think that might be the next step.

$50 for a verbal? ... not in my area!
Generally around here any reputable luthier will offer a verbal opinion at no charge.
If the store has to send it out, then I guess there are shipping charges, But I would not do that... find a good luthier and have a direct conversation... you will get a lot more out of it.
To help you find a luthier, let us know your locale.

OK... I'm a long way from there... anyone?
You can also call your local symphony orchestra and they will tell you who they use.
Maybe your local university... they often have music programs and can recommend.

I was going to stay out of this, but, I agree with this.
50$ for an opinion? Wrong place to go.
